Vietnam police arrest well-known dissident lawyer

HANOI, Vietnam (AP) ? Vietnamese police have detained a well-known dissident lawyer, escalating a crackdown on those who speak out against the country's one-party, authoritarian rule.

Le Quoc Quan was arrested on his way to drop off his children at school Thursday in the capital, Hanoi, according to the Vietnamese Redemptorist Church's website. The state-run Tuoi Tre newspaper reported Friday that Quan was detained for alleged tax evasion.

Quan, 41, had recently complained of harassment by authorities and required hospital treatment in August after being beaten by men he claimed were sent by the state. Since that incident, he had taken to carrying a golf club with him for self-defense.

Neither authorities nor Quan's family were available for comment.

Quan, who was detained in 2007 for three months on his return from a U.S. government-funded fellowship in Washington, is one of Vietnam's better-known dissidents and maintains a popular blog that highlighted human rights abuses and other issues off-limits to the state media.

In an interview with The Associated Press in September, Quan said he was under constant surveillance and that he, his family and staff received frequent warnings and pressure from authorities. But he pledged to keep speaking out against the government and in favor of multi-party democracy and freedom of speech and religion.

Vietnam converted to a market economy in the late 1980s and wants to integrate with the world, but maintains strict controls on freedom of speech and political expression. Bloggers, activists and others are routinely arrested and imprisoned. Foreign media representatives are allowed to live in Vietnam but are subject to restrictions on where they can travel and what they can report.

The Internet has emerged as a vital organizing tool for dissidents in recent years, and there has been a surge of blogs and Facebook pages highlighting criticism of the government. The rise of the Internet has combined with an economic slowdown, leaving the ruling elite feeling vulnerable.

In a related development, a court in Ho Chi Minh City Friday upheld long jail sentences two bloggers whose cases have attracted international criticism: Nguyen Van Hai, who received 12 years, and Ta Phong Tan, who received 10.

Judges said there were no grounds to alter the sentences passed down against the two in September for conducting "propaganda against the state", according to lawyer Ha Huy Son. A third member of the so-called "Free Journalist's Club," Phan Thanh Hai, had his four-year sentence reduced to three.

Nguyen Van Hai, who blogged under the name of Dieu Cay or tobacco pipe, was sentenced to 2 1/2 years in jail in 2008 for what international human rights groups said were trumped-up tax evasion charges. He served out his sentence in October 2010, but was not released and charged with a new crime.

Last week, Prime Minister Nguyen Tan Dung gave a fresh warning to dissidents, ordering police to prevent people from "forming opposition political groups to carry out sabotage and that go against the interests of the country and the people."

Stocks turn lower after consumer confidence sinks

(AP) ? Stocks fell Thursday, putting the market on track for its fourth straight loss, after consumer confidence fell sharply in December as Americans worried about higher taxes and government spending cuts.

The Dow Jones industrial average was down 75 points at 13,018 shortly after 10:30 a.m. It was wavering between small gains and losses before 10 a.m., when the Conference Board's report came out.

The Standard & Poor's 500 was down nine points at 1,410 and the Nasdaq composite index fell 20 points to 2,970.

The Conference Board said its consumer confidence index fell to 65.1, down sharply from 71.5 in November. That's the second straight decline and the lowest level since August.

"An unpleasant surprise," is how Hugh Johnson, chairman and chief investment officer of Hugh Johnson Advisors in Albany, N.Y., described the numbers. "People are worried."

Consumers' outlook for the next six months deteriorated to its lowest level since 2011. Lynn Franco, the board's director of economic indicators, said that decline is a signal that consumers are worried about the "fiscal cliff."

Investors are still digesting this week's news that the holiday shopping season so far has been the weakest since 2008, another sign that the economy is still struggling.

In Washington, the budget deadline neared with no resolution in sight. Higher taxes and government spending cuts kick in next week if Republicans and Democrats can't reach a budget compromise by Dec. 31. The uncertainty has made investors pull money out of stocks.

Senate Majority Leader Harry Reid said Thursday that it appears the government will miss the deadline. President Barack Obama called Reid as well as Republican Senate Minority Leader Mitch McConnell, Republican House Speaker John Boehner and Democratic House Minority Leader Nancy Pelosi to talk about the negotiations.

The "fiscal cliff" talks gained an extra layer of urgency late Wednesday with the news that the government is going to hit its $16.4 trillion borrowing limit ? its so-called debt ceiling ? on Monday.

Treasury Secretary Tim Geithner told Congress that he would use accounting measures to try to save approximately $200 billion. But those are stopgap measures, which would keep the government from going over its borrowing limit for probably only a couple of months.

Chipmaker Marvell Technology Group dropped 4 percent after the company lost a patent case brought by Carnegie Mellon University. Marvell said it would fight the $1.2 billion ruling.

In Japan, the benchmark Nikkei 225 index rose to its highest close since March 2011. The country is preparing for the incoming, pro-business prime minister, Shinzo Abe. He has called for more public works spending to reinvigorate the economy, and measures to drag the country out of deflation, or steadily declining prices.

I installed some speed reading apps and tested them. I?ve so far notices a few ?categories? or groups of equals:

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

Big-game Redskins role reversal for RG3, Shanahan

ASHBURN, Va. (AP) ? Robert Griffin III sounds like the coach. Mike Shanahan sounds like a player.

As the Washington Redskins prepare for the winner-takes-the-division regular season finale vs. the Dallas Cowboys, rookie quarterback Griffin spoke Wednesday about treating the game like any other. He said he'll tell his teammates to not make the moment "so big that you can't grab ahold of it."

Shanahan then took to the podium and took the other approach. He said Sunday's matchup is not a "normal game." He said it's a time when players can't make mistakes and that it's the type of game that can make a career.

The Redskins are 9-6. The Cowboys are 8-7. Sunday's winner takes the NFC East, although Washington could still get a wild card berth with a loss.

Considering a divorce? Wait until January

Going through a divorce during the holidays can be emotionally wrenching, which is why many people don't do it -- they put it off until January.?

"People don't want to upset the apple cart over the holidays, and they want a peaceful Christmas, Hanukkah or New Year's. And then, because they don't want to spend another damned year with that spouse of theirs, as soon as the holidays are over they pull the plug and file," says Alton Abramowitz, president of the American Academy of Matrimonial Lawyers.?

While there are no hard numbers on how many divorces are filed in January, Abramowitz says it's undoubtedly a popular time to act, rivaled only by September, when marriages break up after the summer holidays. Yet waiting for the holidays to pass doesn't all come down to simply wanting a harmonious holiday season. There are sound financial reasons to wait until January.?

1. Waiting for the bonus?
A husband or wife who waits until January is likely to be entitled to any year-end windfall that might come from a spouse's job.?

"In New York, at least, once you file for divorce and you set the cut-off date; anything you obtain afterward is separate property," says Steven Goldfeder, a matrimonial attorney in New York City who acknowledges that year-end bonuses are often fought over, even if a spouse declares he or she wants a divorce in January. "Someone could claim the bonus isn't really for that particular year, but a payment to entice someone to stay at the firm for the future."?

2. Cool your emotions?
The holidays are a time when emotions run high. "If your spouse always has it in her mind that Christmas was ruined, she or he may not be so eager to settle with you," says Goldfeder. "Your divorce might drag out for months or years longer than it would have."?

Once, shortly before Christmas, Goldfeder received a call from a client who said a co-worker had had a baby they both believed was his. The client, married and the father of three, planned to tell his wife and assumed she would leave him. Goldfeder talked him into first getting a paternity test. The client's family had a nice Christmas, and the day after, the client learned he wasn't the father.?

Not exactly a warm holiday tale, but by cooling your emotions, you may save your family a lot of stress.?

3. Avoid disastrous shopping?
December is the shopping season, and that can spell disaster if an angry spouse is set loose with a credit card. "The spouse served with divorce papers may feel that they deserve some kind of emotional gift because of this horrible thing their spouse did to them," says Kevin Worthley, a certified divorce financial analyst and certified financial planner in Warwick, R.I.

An angry spouse may also be more inclined to want to drain the bank accounts and run up the credit cards. "That's a danger any time, but past the holidays, when everything's been bought, there's likely less inclination to buy a big-ticket item out of revenge," says Worthley.?

4. Think about April?
At year-end, taxes come to mind. "Obviously, the better records you have, the better position you're going to be in," says Andrew Katzenstein, a Los Angeles lawyer, referring to paperwork that you might want to start collecting now.?

Katzenstein, who specializes in assisting high-net-worth individuals, businesses and charities, says that in the past there haven't been many tax advantages to filing for a divorce in January rather than December. Filling for divorce is just a beginning step, after all. Many couples end up filing their taxes jointly until the divorce is completed.?

But tax brackets may go up in 2013, depending on whether the U.S. budget dispute is resolved. So going forward, the calculus may be different. "The person who pays alimony will get more bang for their deduction buck, and the person receiving the payments will pay more taxes," he says.?

5. More time to plan?
If you've made up your mind that a divorce is going to be one of your New Year's resolutions, there are things you can do now. Whatever side you end up on -- paying alimony or receiving it -- you need to start preparing.?

"You should start collecting all of your end-of-the-year statements," says Worthley. "You really need to know everything -- your household budget, your assets, what's in your checking account, how much you're paying for the mortgage, all of your debts and your credit card balances. It's important to get all of that."?

Your financial records will be needed to determine how much spousal support will be paid out, and how the finances will be divided. "The more information you get, the less complicated it'll be when you're negotiating and working things out with a financial mediator, attorney or judge," says Deborah Moskovitch, a divorce coach in Toronto who counts January as her busiest month for new clients.?

The turn of the new year can also be a good time to try to salt away some extra money to pay for an attorney, says Worthley.?

You don't need to have all of your money affairs in order the moment you and your spouse begin discussing the dreaded D-word. You may want to start the year off with a fresh start by filing for divorce in January, but chances are you'll be lucky to be divorced before that year is up.?

"Here in California, if you didn't file by October, you weren't going to get divorced in the next year anyway," says Katzenstein. "And if you decide to divorce in January, it's not like you'll be divorced in February. It's going to be a process."?

Brewer's 27 points lead Nuggets past Lakers

DENVER (AP) ? Kobe Bryant went on another scoring tear for the Los Angeles Lakers. This time, it wasn't enough.

Corey Brewer matched his career high with 27 points and the Denver Nuggets overcame Bryant's 40-point effort to beat the Lakers 126-114 Wednesday night for their seventh straight win at home.

"He's Kobe Bryant, so he made some tough shots, but other guys didn't get involved so we were able to get a win," Brewer said.

Brewer hit four of his six 3-pointers in the final 12-plus minutes, helping the Nuggets hold off the Lakers, whose five-game winning streak was snapped.

Bryant, who hit 40 points for the 116th time in his career, has scored 30 or more points in 10 straight games. But Bryant said it felt as if the Nuggets, who finished with the highest point total by a Lakers opponent this season, kept beating Los Angeles to the punch.

"Tonight it seemed like we were just a step slow, seemed like we were stuck in mud," Bryant said. "We played old. They played with a lot of energy, a lot of youth, got up and down. It just seemed we were in a lower gear."

Kenneth Faried had 21 points and 15 rebounds, and Danilo Gallinari added 19 points for Denver. Ty Lawson had 17 points to go with 14 assists, and Andre Iguodala also scored 17 points.

"It was just good to see us shoot the ball and beat a good team with some confidence," Nuggets coach George Karl said. "I just think the last couple of games, we have been playing with a little more confidence and more awareness of how to win close games."

Karl added of Brewer, "His defensive plays and his energy, he energizes us on the perimeter. Kenneth energizes us in the middle. We were smart tonight. We did a good job of getting everyone in a good place on almost every possession."

The Lakers lost Dwight Howard to an ejection with 5:02 left in the third quarter. He was called for a flagrant foul 2 when he jammed his hand in Faried's face as the Nuggets forward drove the lane. Faried tumbled to the floor, but shook off the fall to stay in the game.

Howard acknowledged it was a hard foul and that it looked bad when seeing it on replay, but he didn't think it merited ejection.

"I was surprised it was a flagrant 2," he said. "My intention was never to hurt Faried. I like the young fellow and my intention was just to foul. I come down the lane, somebody is going to foul me hard, put me on the free throw line and make me shoot free throws. It was the same kind of thing."

Faried said he thought Howard may have been frustrated and also sensed his determined drive to the basket.

"He saw my eyes, I wasn't going to back down, I wasn't going to try to float it," Faried said. "I was going to try to dunk on him. He saw it. That's why he put his hand directly in my face."

Pau Gasol added 19 points for the Lakers and Steve Nash had 15 points in his third game back from a leg injury that sidelined him for 24 games.

Leading by three points at the half, the Nuggets went on a 10-0 run capped by a 3-pointer by Gallinari for a 73-60 lead midway through the third quarter.

The Nuggets scored five consecutive points after Howard's ejection, including one of two free throws by Faried for an 84-72 advantage. But the Lakers fought back, pulling within 91-87 with a 9-3 burst near the end of the third quarter that Bryant started with a 3-pointer.

Taking advantage of a Lakers turnover, the Nuggets stunned the Lakers with five points in the final 12.7 seconds of the third, with Brewer hitting a running 3-pointer at the buzzer from 26 feet away to allow Denver to take a 96-87 lead into the fourth quarter.

"It was one of those nights when the shots start going down the basket gets big," Brewer said.

Brewer and Iguodala each hit 3-pointers in the opening minutes of the final period as Denver gained a 15-point advantage.

The Lakers cut it to 113-106 on layup by Jodie Meeks with 4:34 remaining, but Gallinari answered with his third 3-pointer of the night and Faried followed with a driving layup to rebuild Denver's lead to 118-106. Brewer hit two more 3-pointers in the final 1:19 to ice the victory.
